State Licensing Disclaimer

The state may refuse to grant a license if a student has been convicted of a crime; committed any act involving dishonesty, fraud, or deceit; or committed any act that, if committed by a licentiate of the business or profession in question, would be grounds for the State Board of Cosmetology and Barbering to deny licensure. The Oklahoma State Board of Cosmetology and Barbering denies licensure on the grounds that the applicant knowingly made a false statement of fact required to be revealed in the application for such license. Students who are not U.S. citizens or who do not have documented authority to work in the United States will not be eligible to apply to take the state licensure examination. state licensing requirements

In Oklahoma, cosmetology, barbering, facial and nail technology may only be performed by individuals who hold a valid state license and who work in a licensed establishment or hold a valid work permit. All licenses and work permits must be posted in public view with a current photo attached.

  • Completion of an approved apprentice program, or
  • Completion of an approved course of study in a licensed school of this state, or
  • Completion of study in another state or country that is equivalent to the study and training required in this state.

cosmetology

Cosmetology means any one or combination of practices generally and usually performed by and known as the occupation of beauticians, beauty culturists, beauty operators, cosmeticians, cosmetologists, or hairdressers, or any other person holding himself or herself out as practicing cosmetology by whatever designation and within the meaning of the Oklahoma Cosmetology and Barbering Act and in or upon whatever place or premises.

Cosmetology shall include, but not limited to, any one or combination of the following practices: bleaching, cleansing, curling, cutting, coloring, dressing, removing, singeing, styling, waving or similar work upon the hair of any person by any means, whether with hands or mechanical or electrical apparatus or appliances. Nothing in the Oklahoma Cosmetology and Barbering Act shall be construed to prohibit the use of hands or mechanical or electrical apparatus or appliances for the non-permanent removal of hair from the human body without puncturing of the skin or the use of stimulating exercising, beautifying or similarly working the scalp, face, neck, arms or the manicuring of the nails of any person, exclusive of such of the foregoing practice as are within the scope of practice of the healing arts as provided by law.

  • Has completed at least the eighth (8th) grade
  • Is over the age of sixteen (16)
  • Completion of 1500 hours of study or equivalent number of credit hours.

barbering

Barbering means any one or any combination of the following practices, when done upon the upper part of the human body for cosmetic purposes and when done for payment either directly or indirectly for the general public, constitutes the practice of barbering, to wit; Shaving or trimming the beard or cutting the hair; giving facial or scalp massages or treatment with oils, creams, lotions or other preparations, either by hand or mechanical appliances; singeing, shampooing or applying lighteners or color to the hair or applying hair tonics; applying cosmetic preparations, antiseptics, powders, oils, clays or lotions to scalp, face, neck or upper part of the body; and removing superfluous hair from the face, neck or upper part of the body.

esthetics

Facial Operator means a person licensed by the Board to perform skin care, make-up and hair removal services to the public provided the hair removal services shall not include electrolysis.

Facial Technology is the practice of applying make-up, skin care or beautifying the face or neck by use of cosmetic preparations, antiseptics, tonics, lotions, or creams. Services include applying eyelashes or removing facial hair by tweezing, depilatories or waxing.

  • Has completed at least the eighth (8th) grade
  • Is over the age of sixteen (16)
  • Complete 600 hours of study or equivalent number of credit hours
  • Exam Fee - $50.00
  • Pass a written and practical exam with a minimum of 75%
  • License is valid for one (1) year*; renewal required on the last day of birth month.
  • Application/Initial Fee - $40.00 per year
  • License Renewal Fee - $40.00 per year

master instructor

Master Instructor is a person who gives instruction as a qualified teacher in cosmetology or barbering.

  • Hold a High School Diploma or a General Education Development Certificate
  • Is over the age of sixteen (16)
  • Must hold a current Oklahoma Cosmetology or Barber license
  • Complete 1000 hours of study, or 300 hours if engaged in the practice of cosmetology for at least the preceding two (2) years (any lapse in licensure will not be credited towards work experience as outlined in 199.7(n)(1)(2)
  • Exam Fee - $50.00
  • Pass a written and practical exam  with a minimum of 75%
  • License is valid for one (1) year*; renewal required on the last day of birth month.
  • Application/Initial Fee - $65.00 per year
  • License Renewal Fee - $65.00 per year
